Connecting Europe and Latin America expansion of the tolling ecosystem

Connecting Europe and Latin America: expansion of the tolling ecosystem

In Europe and Latin America, tolling is entering a new stage of development. Operators are modernizing their networks, strengthening operational control and adopting technologies that help them manage increasingly complex mobility environments. At the same time, the evolution of artificial intelligence is generating new possibilities in the sector and driving tolling companies to analyze where it can deliver real operational value.

Within this changing environment, Emovis is consolidating a regional presence based on active operations, specialized technology and local teams. Its presence extends across the United Kingdom, France, the Netherlands, Spain, Croatia, Chile, Puerto Rico, Montenegro and Poland, connecting different infrastructure, regulatory and operational environments.

Administrative and operational offices in Barcelona, Paris, Leeds, Split, and Santiago de Chile support this presence. Together, these locations provide the proximity and regional knowledge needed to support operations across different markets.

For Quim Schjaer, CEO of Europe & Latam, this connection between regional experience, operational proximity, and technological development is key to the company’s direction:

“Europe and Latin America present different market realities, but operators in both regions share similar priorities: reliable technology, operational efficiency, and greater protection of their revenue. Our approach is to apply our experience and evaluate new technologies, including artificial intelligence, wherever they can deliver clear, practical value to our clients.”

Europe: a regional structure serving diverse operations

Emovis’ global headquarters in Barcelona supports a broad presence across Europe. As the central base for administrative staff and corporate functions, it connects key business areas with teams closer to clients and operations across the region.

This structure is complemented by Emovis’ technical and operational offices in Paris, Leeds and Split, creating a regional network that combines centralized coordination with local knowledge.

In France, Emovis has completed the installation of five free-flow gantries as part of its project with ATMB in Bonneville, which remains in the implementation phase. The project also includes deploying Operational Back Office and Commercial Back Office systems. This milestone reinforces the company’s experience in deploying roadside technology for free-flow environments and in developing barrier-free tolling operations.

In the United Kingdom, Emovis contributes a broad combination of services and products to the Merseyflow program, including Roadside System, Operational Back Office, Manual Image Review, Commercial Back Office and Customer Service. In Dartford, the company provides Commercial Back Office and Smart Enforcement systems, and operates enforcement for the Dartford Crossing charge.

In the Netherlands, Emovis supports operations in Rotterdam through Roadside System, Operational Back Office, Manual Image Review technology and Manual Image Review services. The company’s work on the A24 Blankenburg Connection for RDW represents another example of this contribution. The recently developed case study presents Emovis’ involvement in this major infrastructure project and the combination of capabilities that support its tolling environment.

Lastly, Emovis’ European presence also extends to other active projects. In France, the company supports operations in Oissel and Boulay-Moselle through different combinations of roadside and back office technologies. Its regional presence also includes projects in Podgorica, Montenegro, and Gdansk, Poland, expanding the range of markets and operational environments Emovis supports.

Quim Schjaer: “Our strength in Europe comes from combining technological expertise with operational knowledge. Each project has its own requirements, and that diversity reinforces the way we develop our technologies and support clients across different tolling environments.”

Latin America: strengthening a scalable regional model

In Latin America, Emovis is consolidating its presence through active operations in Puerto Rico and Chile. The company combines its international tolling experience with technology and operational capabilities adapted to each market’s conditions.

In Puerto Rico, Emovis supports Metropistas’ operations in San Juan and Guaynabo through Roadside System, Operational Back Office, Manual Image Review technology, and Manual Image Review services. Together, these capabilities connect on-road vehicle identification with the back-office processes needed to review, validate, and manage tolling transactions.

In Chile, Emovis has completed the go-live of its Operational Back Office platform for VíasChile. The deployment strengthens the technology environment supporting its tolling operations and complements Emovis’ capabilities in Santiago, including Operational Back Office, Manual Image Review technology, and Manual Image Review services.

This project reflects Emovis’ ability to apply the experience developed across its international operations without approaching every market in the same way. A shared technology base provides consistency, while knowledge of local operational needs allows the company to meet each network’s specific requirements.

Santiago de Chile also serves as Emovis’ regional hub for South America, supporting the company’s operational capabilities and reinforcing Chile’s position within its regional structure.

Quim Schjaer: “Latin America is a strategic part of Emovis’ development. Our goal is to build lasting capabilities in the region and support operators with technology and operational experience tailored to their networks, challenges and long-term priorities.”

Croatia: the people behind Emovis’ technology

Emovis’ regional operations are connected through a shared technology structure that supports the company’s activities in Europe and Latin America. A key component of this structure is Emovis’ specialized technology hub in Split, Croatia, where the software is developed and maintained.

With a team of more than 50 professionals, the Split hub connects technological knowledge with the operational needs identified in projects across these regions. This centralized structure combines software development and maintenance with an understanding of client requirements and local operations.

By connecting this technology base with its regional teams in Europe and Latin America, Emovis can apply shared knowledge across the organization while responding to the specific realities of each project.

Quim Schjaer: “The Croatia team plays an important role in connecting our software capabilities with the operational needs of our projects. Their expertise helps us maintain a consistent technology base while responding to different requirements across our markets.”

Looking Ahead

Emovis’ presence in Europe and Latin America represents a connected base of tolling expertise spanning different markets, technologies and operational environments. Regional offices, operational teams, and administrative and corporate functions support this presence.

From on-road identification and image review to back-office management, enforcement, transaction processing, and Customer Service, Emovis combines specialized technology and operational capabilities to support different stages of tolling operations.

This combination positions Emovis as a global tolling operator and technology expert with the experience needed to support complex road networks. Its role goes beyond deploying individual systems. Emovis works together with its clients to maintain operational control, improve transaction accuracy, reduce potential revenue leakage, and secure the revenue generated on their networks.

As road infrastructure continues to evolve in Europe and Latin America, Emovis will remain focused on applying its global experience to local realities, strengthening long-term relationships and supporting reliable tolling environments that contribute to the operational and financial sustainability of its clients’ infrastructure.

Quim Schjaer: “Our direction is clear: combine global tolling expertise, specialized technology, and operational knowledge so that our clients can manage their networks with confidence and secure the revenue that sustains their infrastructure.”
