Emovis, a leading provider of innovative toll-based mobility solutions, announced that its Road User Charging (RUC) program in the Commonwealth of Virginia has been extended for an additional three years, through 2028. This marks a significant milestone for the program, which launched in 2022 in partnership with the Virginia Department of Motor Vehicles (VA DMV), to explore mileage-based alternatives to the gas tax.
The program, part of Virginia’s Mileage-Based User Fee, offers drivers the option to pay based on how much they drive rather than how much fuel they consume, creating a more sustainable funding model as vehicles become more fuel-efficient. As the first RUC program to be implemented on the East Coast, it is anticipated that, over time, as many as 1.9 million vehicles across the Commonwealth of Virginia could be eligible for enrollment.

The Mileage Choice Program is a voluntary initiative designed for drivers of electric, hybrid, or fuel-efficient vehicles who are subject to the Commonwealth of Virginia’s highway use fee. This fee is calculated based on the average annual mileage driven by Virginians; currently estimated at 11,600 miles.
By participating in the Mileage Choice Program, drivers can pay the highway use fee based on their actual mileage rather than an estimated average.
